LG ( filed on the year 2003)  - vs- Bernardo Vergara, Baguio City Mayor, Leticia Clemente, City Budgt Officer, Jose Taguba, City Administrator  ,    OMB-L-A-03-0620-F and OMB-L-A-0624-F for RA 6713 , due to the refusal of the respondents to provide to the general public with a copy of the  MOA  entered into by the city of Baguio with the Baguio Flower Festival Foundation (Panagbenga) that has been shown over the years to be a  major source of graft and corruption for the officials in authority and involved in this activities .
