20.	LG  (filed on August 2001) –vs- Fredric G. Villanueva, Regional Director, Environmental Management Bureau, DENR-CAR , OMB-1-01-0773H for  the violation  of a cease and desist order  despite the respondent having the authority to issue sanctions, penalties and/or conduct investigations on the violators, the respondent did not take any action on the numerous news reports and to the letter sent to him by LG, hence this complaint. This issue is part of the highly anomalous P 300 M Baguuo Circumferential Road.
